Netherlands Education Support Office (NESO)

荷兰高等教育国际交流协会(NESO)整体信息化解决方案供分为五大系统平台,分别为:

1. Visa Verification (签证认证系统)
2. Marketing CRM (市场客户关系管理系统)
3. International cooperation (国际教育合作系统)

4. Questionnaire (信息收集系统)
5. Communication (通讯信息管理系统)

整体系统采用B/S架构,使用微软公司的技术解决方案。 开发环境采用微软的Visual Studio。引入Windows DNA 概念,将Windows DNA 应用到系统开发中。Windows DNA 是Microsoft 最新推出的一种基于Windows 平台的网络分布式应用体系结构,是综合PC、客户机/服务器以及Internet/Intranet 计算模式为一体的应用体系结构。开发技术选择N-tier (多层) 的软件结构,N-tier指的是将通常构成软件的表示层﹑逻辑事务层﹑数据层分为物理上分离的三层。

The objectives of Neso can be expressed into three main functions of the information system:

Visa Verification
Neso will be responsible for advising the Immigration and Naturalization Service (IND) in the Netherlands on the educational credentials of Chinese students for whom a visa application has been initiated by a Dutch institution. It is the objective of this activity that only well-qualified and bona fide students, who have been admitted by a Dutch institution, will be able to obtain a student visa and that the number of visa applications by non bona fide or unqualified students will decrease. Executing this task will involve a substantial amount of administrative procedures and will thus require a substantial input of financial and human resources. In addition, the assignment will especially in its first year require a substantial input in informing the public and communicating with all involved parties, fine tuning and management of procedures, planning and control, etc.

Marketing
Neso has an important role to make the Dutch higher education system and the institutions associated with it more visible in the Chinese education market. It is the aim to increase name awareness and improve the image and reputation of Dutch higher education among a variety of target audiences, which includes students, academics and researchers, universities and research institutions, governmental organizations and semi-governmental associations, commercial recruitment agencies, etc. At the same time, Neso will endeavor to make Dutch institutions more aware of the opportunities and challenges of the Chinese education market, facilitate better access to this market and increase the number of opportunities for cooperation between higher education institutions on both sides

International Cooperation
Neso's role in the field of institutional cooperation is often re-active rather than pro-active: it can only play a role as an intermediary; advisor or facilitator, whereas educational institutions on both sides - not Neso will have to play a leading role as the end-users of a cooperation project.

First, Neso will closely follow and report on developments which may have a bearing on the opportunities for cooperation between Dutch and Chinese schools and institutions, such as rules and regulations, what do other countries do, etc. Second, Neso will continue its intensive liaison work with Chinese and Dutch institutions in order to understand demand and identify opportunities for cooperation. Third, based on the conclusions and recommendations of a research project that Neso commissioned in 2003 into the critical factors that influence the success of existing Sino-Dutch cooperation projects in the field of education, Neso Beijing will perform systematically its role as matchmaker between Dutch and Chinese institutions.
